In my opinion, yes, this will come up in time but the function of ‘renewal’ for textbooks vs. library books may be controllable by access to the primary UI. In other words, a single renewals control that determines whether or not a user can perform renewals, then, they can renew library books IF they can access the librarian circulation interface and they can perform textbook renewals if they can access the textbooks circulation interface. Some level of separation for anything patrons are allowed to do themselves with the items vs. textbooks makes sense to me as well. The resources are separate and are often managed by completely different people with their own sets of rules.
